How Checkmate Strategies Flipped NJ LD-8 in 2021 with a Phenomenal Layered P2P Texting Plan

New Jersey, like Virginia, was filled with some of the hottest races in the country in 2021, and for good reason. Victories and flips for Republican candidates were occurring all over the state, but one battleground district in particular, LD-8, saw the most dramatic flip against all odds. 

In fact, LD-8 was so competitive in 2021 that it “rank[ed] among the top ten most expensive legislative races in New Jersey history” according to New Jersey Election Law Enforcement Commission (ELEC) Executive Director Jeff Brindle

So what was happening behind the scenes? How was the Stanfield Team in LD-8 able to flip the seat despite all the challenges stacked against them? The answer is simple – it was due to the expert messaging strategy using peer-to-peer (P2P) texting by the political consulting firm Checkmate Strategies.

About Checkmate Strategies

Checkmate Strategies started texting with us in 2018, and they have worked with many high profile candidates in New Jersey and across the country since then.

One of these candidates is Republican Mike Testa, who beat the former Democratic incumbent in the NJ Senate representing LD-1 in 2019, which helped flip LD-1 red. The victories continued in LD-2 in 2021, where Checkmate Strategies flipped two Assembly seats red and held the Senate seat with Vince Polistina. 

They were also the lead strategist for the Jack Ciattarelli for Governor campaign, which nearly defeated the incumbent Governor in a state where Republicans are outnumbered by over 1 million Democrats. 

The Challenges and Opportunities in LD-8 

The climate for Republican candidates in New Jersey is not friendly for many reasons. Traditionally as soon as voting starts, there are immediately 1 million more registered Democrats than Republican voters – this means that Republicans are at an immediate disadvantage across the board for support, name ID, fundraising, and more.

For context on the climate in NJ LD-8 in 2021, Biden was +3 and Democrats were +5. In order to be competitive, Republicans in NJ have to be aggressive, fresh and thought provoking to get people fired up, and they have to do it with uncomfortably low funds.

Despite all this, remarkable opportunities arose from one incumbent state senator who flipped party affiliation from Republican to Democrat mid-term and two state assembly members who left their seats open for the taking.

The makeup of the ticket, especially in these three vacated seats, was a little different than what one would normally expect from traditional strong Republican candidates: 

  • Jean Stanfield, who ran for the State Senate seat, was the first female sheriff in Burlington County, NJ and a proud grandmother. Jean was a two term member of the State Assembly in LD-8 as well.
  • Michael Torrissi Jr., a small business owner in his 40’s who ran for one of the State Assembly seats, started out working on his family peach farm.
  • Brandon Umba, who ran for the other State Assembly seat, was in his 30’s and had made a career for himself in various communities as a municipal administrator.

The Strategy 

With fewer resources and less funds than their Democratic counterparts, along with being outspent 15-to-1 via TV and 4-to-1 via direct mail, Checkmate Strategies had to come up with a strategy that blew the competition out of the water.

The strategy they used was simple, yet sophisticated – implement aggressive outreach using multiple touchpoints and thought provoking content, show off the fresh feel of these candidates, and work smarter not harder. They chose to implement this strategy with an affordable, layered P2P texting program to send a variety of text messages to voters.

To help you get started, we have outlined the two steps you need to follow in both your Switchboard and RumbleUp accounts to get them connected, and how to send your first legally compliant Opt-in message!  

On the Switchboard side

1) Create a Switchboard account 

If you have already created a RumbleUp account, this process should be very familiar. Go to the Switchboard website and you will see a button to sign up in the top right corner. 

2) Create a Switchboard API Key and designate a group for your Opt-ins to transfer into

You can generate your API key in your Switchboard portal. Just go to the Tools tab and click “Integrations” in the dropdown. There you will be prompted to add an API Key.

After this is done, it is time to make a contact group for your Opt-ins. Create a new group in the Contact Groups page found in the Contacts tab. Give your new Group a name, then set your filters to Belongs to Group > is empty. Leave the last field empty, press the minus button, then click Create.

On the RumbleUp side

1) Specify your Organization Type in your RumbleUp account

Go to the Tools tab and click “Account Info” in the dropdown. There you will need to select an Organization Type. This will determine the correct Opt-in language to use when you send your first Opt-in text. 

The Switchboard integration setup (seen in the next step) will remain locked until this step is completed.

2) Add your Switchboard API Key and Group ID to your RumbleUp account 

Copy and paste your API Key and Group ID Number into the Switchboard Integration section of your RumbleUp account to connect both of your accounts together. There are helpful instructions on the Switchboard Integration page (seen below) if you are having trouble locating them.

Now you are ready to send your legally compliant Opt-in request message on your RumbleUp account 

The legal language required to include your first Opt-in text will vary depending on your Organization Type specified earlier.  

You can find the legal language in the Suggestions section under Tap-then-Send Responses during Project setup. You may add an introduction/closing and tweak your organization name but should not modify any of the other text.

Many industry outlets and texting platforms have tried to keep up with the developments related to The Campaign Registry (TCR) and understand what it means for their organization. However, the rollout of 10DLC has happened in so many stages that it can be difficult to distinguish what content is relevant and accurate.

For those who are not familiar with TCR, fear not. In this article we will cover all of the facts regarding what it is and what it means for you.

What is The Campaign Registry (TCR)?

To understand what The Campaign Registry (TCR) is, you should first understand what 10 Digit Long Code (10DLC) is. 

​​According to The Campaign Registry’s FAQ page, 10DLC refers to a new standard, reliable messaging channel in the United States that allows businesses and other organizations to send Application-to-Person (A2P) messages sanctioned by the mobile operators with a standard 10-digit long code phone number. 

The Campaign Registry (TCR) is the hub that oversees registration of 10DLC messaging campaigns.

You might be thinking to yourself, “Wait a minute, 10DLC must not apply to me… because isn’t Peer-to-Peer (P2P) texting different from A2P texting?” However, from the phone carriers’ perspective, all messages sent from a service or platform are included as A2P, regardless of whether the messages were sent out by a human being one at a time or all at once with the tap of a button.

What is The Campaign Registry (TCR)?

What does all this mean for RumbleUp clients?

If you have been keeping up with updates about The Campaign Registry (TCR) and 10DLC, you might have seen that other texting platforms have been urging their users to register with TCR since before October of 2021 to lower their rate of undelivered or flagged messages.

In the same time period, we have been working closely with the major phone carriers to finalize the political use case for vendors of our size and industry reputation, which has allowed our clients to continue to text with us and enjoy optimal unchanged delivery rates all this time.

Now in 2022, we have continued working closely with the major phone carriers as an industry advocate to make 10DLC campaign registration and verification as smooth as possible for our clients. 

We have dramatically improved the registration terms for our clients since we began discussions with the phone carriers and The Campaign Registry (TCR), and we will continue to advocate for the best terms possible for political messaging. These changes will pave the way for continued political texting, which is fantastic news for our industry and clients.

As a reminder, here is a quick review of the benefits of registering:

  • Ability to use local area codes for SMS
  • Ability to use a single phone number for all MMS traffic
  • Avoids phone carrier fees for unregistered traffic

The Campaign Registry (TCR) Registration is now live in the RumbleUp portal! 

If you are a current client, please read our full registration document by logging into the portal. This document fully explains eligibility and the 10DLC registration process, including the steps for obtaining a Campaign Verify token, the anticipated timeline for receiving your token and the TCR fee structure. 

Here is a summary for those who are not current clients:

Clients who are eligible for registration include:

  • If you are a Campaign, Committee, PAC, or 527
  • If you are a 501c3/c4/c5/c6
  • If you are a consultant/agency/lobbyist, you need to register your clients’ texts under one of the above categories.

Obtaining your token is the first step in the 10DLC registration process, but there will be an additional process to ensure that your token is associated with your messaging traffic in our software. Eligible entities may now apply for their Campaign Verify token here.

If you are actively texting for an eligible client, you will need to register by April 4th. If you are not actively texting for an eligible client, you may wait to start the vetting & registration process until 1 week prior to sending texts for this eligible client. 

Right now, vetting & registration takes less than 48 hours, if your application is correct & eligible for email approval.

This message example also included an MMS attachment which has been shown to increase engagement and response rates by 50%. There are several reasons why this works well:

  • You can include more information in an image than what a standard 320 character message can fit
  • You can provide vital context and imagery to the message that strengthens its ability to resonate with voters
  • You can include your official logo and build visual recognition

Their image hit all of these points. The clever use of the shape of New Jersey as a meter for his campaign’s fundraising goal provided his audience with a clear picture of how their donation will make a difference. Including Testa’s photo in the attachment also helped facilitate more face recognition, which is important even as the incumbent in his district. 

Testa’s team also understands a vital but often underused tactic to turn supporters into super-supporters. This tactic is so easy you probably use it everyday – treating the texting channel as a conversational tool. The voter in this example responded directly to the question posed in the text, and after receiving a response from the team, they successfully donated. This message example is written just as well as the previous example but faced more challenges.

The MMS attachment they included contained all the information about a breakfast event without requiring people to click an external link, which many are unwilling to do. While some people cannot afford the ticket price or to take time off of work, the campaign made sure to include all their supporters.

Even though this supporter could not make it to the event, they sent back some positive words of support for Testa. The response from the team acknowledging the supporter and encouraging them to come to the next event was greatly appreciated.

This extra care to respond to supporters, even if they could not complete the CTA intended with the message, increases the likelihood that they will continue supporting Testa and donate to his campaign in the future. 

3) Election Week Fundraising

This fundraising text was sent one week before the 2021 election and asked for specific small-dollar contributions. The clever connection of the amount of time before election day to the suggested contribution amount is a great way to get people’s attention.

One technical strategy in this message (as well as the previous messages) is that the included links are shortened with our custom URL shortener. This is important because free link shorteners, such as, often get messages caught in carrier spam filters. How Advocacy Texting Led to Victory for a Small School Board Recall Race

Communication was key in this group’s efforts to gain signatures for their petition, and peer-to-peer (P2P) advocacy texting helped them achieve success.

The effects of the COVID pandemic permeated through all aspects of society, disrupting the lives of virtually everyone in the U.S. and around the world. One of the groups most affected by the pandemic were students, particularly those in K-12 grade levels.

The long term damage that shutdowns have had on developing children should not be underestimated. The lack of in person learning, discipline, proper resources and learning accommodations have already shown to be causing learning and social developmental issues in children in these K-12 age groups – and parents are noticing. 

However, the decline of performance in schooling is not necessarily new or strictly caused by the pandemic. The increase in the importance of social media to developing students, the increased difficulty of school curriculum, and the emphasis on pursuing higher education have all contributed to an increase in mental health issues in students and has led to a startling decline in school performance for many years. Data pulled from The Nation’s Report Card reflects this fact. 

Unsurprisingly, many parents across the nation have banded together to do something about the growing mental health and learning crises. What is surprising, however, are many School Boards’ lack of response toward these concerned parents.

Our client worked with a group of parents who were facing these exact issues. This group worked tirelessly for 17 months to move their local Board of Education to address their concerns about the decline of their children’s school performance, but had been completely ignored. After doing research, it was found that many internal policies enacted by the Board of Education gave too much power to the wrong people while simultaneously decreasing their accountability, which is the root cause of this borderline negligent stagnation. 

Seeing as the individuals the parents elected into these Board of Education positions no longer represented them and their best interests, they decided to initiate a recall election. 

Recall elections are initiated when a sufficient number of voters sign a petition; in this case, the parents needed approximately 4,200 signatures per school board member. Our client knew that the best way to inform the community of this issue and instruct them on how to sign the petition was with peer-to-peer (P2P) texting.
